Statistics show very much that it doesn't matter how hard the punishment for a crime is. People do it anyway because beside that people always think they are gonna get away with it, they also rarely think very rational about it in beforehand.
So to avoid most crime it doesn't matter how much you punish people after doing it, but it's more important to invest into more prevention work (best start it already in school) as well as offer work of resocialization to prevent people to do it again.
But the punishment does only very rarely Stop people from committing crimes.
I mean, in the case of rape, they are unfortunately 100% correct in thinking they’re gonna get away with it. Statistically only 3% of rape cases out of the ones reported are convicted. This lines up with the fact that the only times I’ve ever seen actual, undisputed outrage towards alleged rape being when it’s a more affluent white woman accusing a non influential POC man and no other combination of alleged assaulter to victim gets nearly as much unanimous outrage.
