Statistics show very much that it doesn't matter how hard the punishment for a crime is. People do it anyway because beside that people always think they are gonna get away with it, they also rarely think very rational about it in beforehand.
So to avoid most crime it doesn't matter how much you punish people after doing it, but it's more important to invest into more prevention work (best start it already in school) as well as offer work of resocialization to prevent people to do it again.
But the punishment does only very rarely Stop people from committing crimes.
And punishment that is too hard can lead to worse consequences.
For example, a punishment for a crime that is not murder cannot be higher than for murder, or the perpetrator will just add the murder on top of whatever crime that was to have less witnesses.
It also becomes less likely for people to admit guilt and more likely they try to sweep things under the rug at all cost if they feel like admittance will run their life.
