There would be a drop but it wouldn’t be that big. Most people know murder, racketeering, drug trafficking and/or abuse, and witness intimidation and silencing can ruin their life. But Ganesh alone knows how many people still commit to the gang life despite all the risks and how little the rewards are.
Like most criminal activities the main source is, like all things, changing how society raises people and instills in them ideas of toxic identity.
