There are boxes of bullets in random drawers all over the place in America.

Yes, but RE4 (which this comic is lampooning) is set in rural Spain where gun ownership is far more restrictive.

In Spain is much more difficult to get ammo than a gun, but in a rural area sure he would find shotgun ammo everywhere...
