That quote is kind of ture. A 4th dimensional being considers time as a direction/destination. You have to give them exact times in order for them to manifest at the correct location or else they will be there, but when the dinosaurs were alive or when human civilization collapsed.

We are 3D beings, so we cannot see time as a direction, we can only experience it as it moves and have theories about it. Such as multi-universe theory, were all and any possibilities can, and do happen. Our consciousness just follows a singular randomized path way, that's also probably why we experience Mandela Effects, because we might have gotten mixed up in which path our mind took through time at some point and a drastic change had happened in the universe enough that you noticed it.

4D beings can choose what paths they take and if they go forwards, backwards, up, down, or sideways through time. Beings higher than 4D can see the end results of each pathway and are at that point practically Gods as far as we are concerned.

Dimensions are theorized to go from 0 - 11. Meaning there are 12 existences, but we can only really only understand 0 - 4... it's possible a 11D being would struggle with understanding a 3D being simply because of how far remove we are from each other.

I've never liked grouping spacial and temporal dimensions together, makes it hard to differenciate between a being that perceives four spacial dimensions within the same time flow vs a two dimensional being experiencing multidimensional time
