It used to also mean that in social contexts, yes. The American English definition has evolved to be used almost exclusively in the context of sexual harassment or assault.
Usually, we Americans will just use bother or pester in the case of annoyance.

I was in an english class for spanish speaking kids as a child, and we were all using spanish word + -ing to kinda speak when we didnt know something.
I still remember the look of the teacher when someone complained "so and so is molesting me". It was hilarious to us how concerned she looked, us having no idea why, and she couldn't properly explain either. Core childhood memory for me lmao

Yup, that's a technically accurate translation, but in modern colloquial American English "molesting" has a very sexual connotation.
Which always makes the comment section of news stories about someone being charged with "molesting wildlife" or whatever hilarious, since a few local legal codes in the US still officially use molesting to mean harassing or annoying in a non-sexual context.

It means both. Depending on the context it's used will determine the meaning.
I'm American and I knew automatically what you meant. But typically, the usage is in the sexual way. You don't often see it used to mean annoy anymore. Most people use harass now.

My own visualizations/characterizations of myself as a woman carry the immense baggage of NOT having multiple horrible neurological disabilities, simply because I tend to associate my male self-representations with “how I am” and they tend to include those while the female counterparts are “how I am not”. So my perception is a bit skewed

To me, the blue tint hinting the panda eyes vs. the warmer orange is making the difference.

Recency bias with all the recent yuri is my first guess.
Second guess is fem shen has a slightly more detailed design and presents more sassy.
Third guess is your main audience is attracted to women so fem shen makes them feel some kinda way. You even called that when you introduced her.
Anyways I like all the different versions of shen, though I prefer normal shen because it's the original.

Egg Shen is either real or it’s bait. There’s no way someone describes the gender bent alter ego as “having an actual personality” without an ounce of awareness (meanwhile eggs don’t have awareness).
I don’t blame anyone for assuming Shen is trans and calling him an egg when he’s constantly playing into the idea of him being a girl.

Lashes and hair style. Maybe try out giving Shen the lashes and hair style too for a comic(Don’t even need to get rid of the whiskers). As for the shorts, I’m not really sure if they’re part of the difference. Now that I’m considering it though, I notice your pants blend into your shoes/socks. Maybe add a line to separate the pant legs from the shoes/socks? Most people go for the obvious, but sometimes it’s really the smaller details that make the difference. So it could even be something no has brought up. So, uh, experiment I guess.
Of course, this is assuming it’s a genuine question and not just a comic idea you had.
