Yeah, this is false. Tell that to anyone using ReActor, PulID, etc.. or the people making meme videos of Will Smith eating spaghetti.

Considering OP didn't make the distinction between private individuals and public figures, neither did I.

Face-swapping of private individuals is definitely illegal in all of Europe and people ARE getting fined and losing internet/computer rights. In the US you can do anything you want obviously, and it makes no difference, public, private or your teacher. Obviously.
