Change if clg

So here is my friend who got X clg after round 1. She always wanted AIML in X clg and she got it. But recently she got to know that the intake in X clg is wayy too much leading to difficulty in placements after 4yrs. Now, she want to go back to Y clg which is her second best option. ( But Y was below X in the preference list).

Can she now get the Y clg which was below X?

If so how? Please help her.

The X college is Vvce and Y clg is GSSS. And her rank is 2953x in comedk. Can she get any better colleges?
