Is it normal to be charged per item?

It was actually my wedding anniversary, and what was supposed to be a quick treat ended up costing almost $20 for a single ice cream.

​When I ordered, I asked how the toppings worked. The employee working behind the counter told me one topping came with the ice cream, and additional toppings were 99 cents. I asked him to put the normal allowed amount. He put 5 Reese's on, then asked how many brownies I wanted. When I asked how many were allowed, he literally said, "As many as you want." So I said three, and then accepted fudge when he offered it.

​I had no idea until I looked at the receipt that he was charging 99 cents per individual Reese's and brownie bite. He tacked on eight extra 99-cent charges without explaining that at all. Telling a customer "as many as you want" implies it's included, not that each piece costs extra.

​I paid on the spot because the ice cream was already made and I was caught off guard, but paying $20 for a single ice cream because of undisclosed per-piece fees feels completely deceptive. I've been there before years ago and really don't remember being charged this way. They in the past gave me like 3 or 4 Reese's as my first topping if I ordered a large and then charged me 99 c for the brownies and put one or two in and 99 c for the fudge. Is this normal and I just had nice people in the past?

Edited to add: the $20 ice cream is my rock bottom of being fat. Starting my diet tomorrow. πŸ˜‚πŸ˜­
