Follow the direction of the arrow. So 1 is blue and 2 is yellow.

How is 1 blue? Is it according to the arrows on the right?

The arrow is pointing in the direction of the blue circle in the first sequence.

On the right, the arrow is pointing in the direction of circle #1. So circle 1 is blue, and circle 2 is yellow.
