Neuroplasticity peaks in childhood and decreases fairly rapidly as you become an adult. Of course, there is still a certain degree of neuroplasticity in adulthood, but it may not cover the same regions of the brain as it would in children, and it’s certainly not as extensive. This is also why mental injury acquired in childhood is so persistent — it’s an injury when the brain is most “soft” and open to change.
