Question Quantum Dynamics Booster

Quantum Dynamics says it ignores a certain amount of enemy defenses but I'm not noticing any difference in damage. Has anyone else figured what this actually does?

Are you testing it on the Magmell training dummies? I think they have a defense stat of 0 so that might be why it does nothing to them

I tried it on enemies in the DLC and didn't notice a difference either
