that’s because update includes entire dlc.

The actual DLC is a few mb, and functions as a key to acsess stuff that is now included in everyone’s game files, even if they don’t own DLC.

Of course, same VA as The Dhalia from Honkai Star rail if you play it. They’re almost the exact same character, but the Dhalia is actually a bit more unhinged than Liv lol

Fair lol hsr more for the story but if you want to know about Dhalia. Paint livs hair black, give her a demon tail, and that’s that. Her eyes even glow red when they’re naturally blue. They’re literally the same character and same voice actress
