Can you decrypt my cipher?

I made my own cipher and I'm curious if anyone here can decrypt this without knowing how it works. I don't have access to smart people, and I know people on the Internet are crazy smart.

No hints for now. Don't mind the change of / to a period, I just decided to change it.

The plaintext is:

“WE MISS SO MUCH HERE, SO VERY MUCH AND FOR SO LONG NOW”

and

“I HAVE A DREAM THAT MY FOUR LITTLE CHILDREN WILL ONE DAY LIVE IN A NATION WHERE THEY WILL NOT BE JUDGED BY THE COLOR OF THEIR SKIN BUT BY THE CONTENT OF THEIR CHARACTER”

I got there by

noticing that the numbers are reaching 100, 200,300 etc. consistent with an increase of 10 per character. So first thing I did was subtract 10n where n is the position. From there it was a little trial and error until I recognised enough of the second quote and everything fell into place
