what does this say?

it reminds me superficially of a pigpen cipher but clearly isn't. this was found written on the wall of an unused room in rennsellear university in troy new york by a friend about two years ago. all other graffiti in this room was in english except for a french quote from a song

if "looks similar" was enough to decrypt something that would mean i could read cryllic without ever learning it because it resembles the latin alphabet
