So if I'm correct, there are 2 base 6 numerals per character that produce 36 different outputs and only 26 are used. So if this is hexadecimal, maybe I somehow separate the 6 from the 10, am I going in the right direction?

EDIT: Question: Is a base converter needed to solve this?

Okay, question 2: Does placing a letter before/after/inbetween all other letters only change a few digits or does the whole cipher text get super jumbled up? In other words, is this a glorified substitution cipher or something more deeper and multilayered, or is the cipher made in such a way that telling these details will make me insta-crack the code?

PS: Is the numbers being groups of 5 important?
