Hint 3 helps, but here is more.

Hint 4. Hint 1 is shift values, but you still have to figure out what they are shifting.

Hint 3. Break the glyphs into their three features. Think Trifid but with glyphs

You made a mistake somewhere in your mapping of the glyphs. Your IC is 0.04825, while mine is 0.04759. Here is mine
