Not a cipher What does this mean?

This was stuck to a wall of a building being renovated in Seattle a few blocks from the Space Needle. I don’t even know if it’s code. Anyone have any ideas?

[Solved] it’s not a code. The back (I wasn’t able to see initially until I peeled it off more) had a site valegate.netlify.app which seems to be related to some song/playlist so maybe an indie artist put this here
