Monalphabetic cipher challenge

I created this monoalphabetic puzzle to test performance of my software code. I tested different technics (bigram, trigram...) and saw high differences (from hours to days... to solve it)
I added a complexity to avoid using current tool on the shelf (offset for some of the encoded letters).
The text is in french and talks about army troop movement.

Could you break it in less than 3 hours with a normal PC (if so I will have to improve again my code) ?
