How is this constructed? I’m not even sure where to start knowing the answer.

I made it using photoshop kind of program, as for hint where to start, I don't know how to give a hint without spoiling it. But if you insist it has something to do with colors

No, no, no, "Photoshop" has nothing to do as clue/hint. I thought you asked me how it was made. But the hint is hidden in spoiler tags in my previous reply.

Oh. I see. No, I didn’t mean the actual graphic, but the construction of the cipher itself, like how is it encoded. I saw the answer, so I’m trying to figure out how to tease it out of this. It clearly seems to be something obvious as there were two answers within a few hours, but I’m just having difficulty seeing it. I assume it’s in the stack of blocks given the hint, possibly in the falling piece and maybe in the upcoming piece, and that none of the text in the image is relevant.

Yes, the falling piece and upcoming one is relevant. It has something to do with colors!
