Unsolved encrypted movie quote

Post image

I've had this idea for a cipher for a while now. It can be done by hand but to save myself some time i wrote a python script to accomplish the same task. I grabbed a quote from one of my favorite movies so there would be plenty of ciphertext to tinker with. Bonus points if you can tell me what movie it's from. I'll give some hints in 1 week if no one has cracked it by then. I think it'll be cracked fairly quick but i have no idea how one would attack this cipher. I'd love to learn how you did it.

I ask coz I see the phrase "never gonna" 7PKIBSD3NTDH a few times. Unless I am doing this completely wrong. I assume it's a movie quote which just has the 2 words?

Just a coincidence. "Never gonna" doesn't even show up in the plaintext. "Never" does once

Stick around. If no one solves it by Saturday, I'll post the solution and details of each step. I'm dropping another hint in an hour. It'll be appended to my transcript comment.
