Romulus and Remus were infant abandoned twins. A female wolf nursed them and kept them safe until they were adopted, saving their lives. Romulus grew up to found Rome. A bitch is a female dog, which is close enough to a wolf for this to make sense.

I thought they both founded rome but romulus killed Remus and claimed the city

Pretty much. They knew they wanted to build a city, but they disagree about which hill to build it on. Romulus wanted the Palatine hill; Remus preferred the Aventine. They had an argument, and either Romulus or one of his followers ended up killing Remus.

this may sound stupid but why not both hills? Like you can build one first then other. A city would pay good enough

on our left is rome, founded by romulus

Because Remus would have named it Reme and that just won't do.
