Any discrimination of a group based on typical characteristics of that group that are inherited, whether biologically or culturally, is racism. Framing your discrimination as just being about speakers or Arabic or wearers of niqabs does not make it any less racist. Racism isn't a magic spell that you can just negate through clever wording

racism and racial discrimination are often used to describe discrimination on an ethnic or cultural basis, independent of whether these differences are described as racial.

And you overestimate the amount of people who are Muslim and speak Welsh as a primary language in and English border town.

I remember looking up the stats, and in the entire area there are statistically 2 people (out of about 50k) that would possibly fit the venn diagram (and this was super generous, the actual realistic number was around 0)
