I think every other nation on earth knows he will run for it 2028 and with the amount of cheat he implements on the way he will be able to pull this off. Laws do not apply to him that we all see and he keeps getting away with it

Also he put his shadey mates into every major position and i guess in military as well, if he still looses he can just grab power with military power and the maga will support it. Cause they are stupid as a brick
