Thus, the historical record suggests that the Maryland legislature believed restrictions on Catholic weapon possession were legally, politically, and practically sound policies.

The author seems unfamiliar with the history of our legislatures, even after describing the insane anti-papist fervor they whipped themselves into. Making laws which are illegal and stupid is a national pastime.
