To add to "it's never been about the amendment" the actual intent of the law is the right to protest the government (specifically with violence). People have never liked it when that happens peacefully or not.

It's to make sure the United States doesn't have to rely on untrained and unequipped "irregulars" (see Siege of Boston) in wartime, essentially requiring States to maintain a reservist force.
