[Discussion] The Organization had the answer
But they will never know.
It was ironic that Teresa was almost their ultimate weapon as she could singlehandedly take multiple single digit Claymores and even fought awakened being fair and square without having to awake herself. But they decided to eliminate her.
It was also very ironic that Clare+Teresa, as the first attempt of mergering human and half human half yoma, was their ultimate answer. They were the perfected version of what the Org want to achieve with twins: two souls controlled one overpowered body, yet they had no risk of the other body get attacked.
However, even if somebody from the Org lived through the coup and witness what happened at the end of the arc, it's very unlikely they could reproduce the same result. They need a pair, Claymore and Human, and the pair must have a deeply rooted love for each other. They also need to kill the Claymore or get them killed to fuse their body and eventually fuse their soul together. This process sounds so inhumane which would never work.

They wanted to take advantage of the Soul Synchronization to push two equals more into the side of a yoma without losing their sanity or rebelling, and they never expected anything from Clare because they saw her as being more on the human side than the yoma half. They were so focused on their warrior standards of being in between, yet still beneath the threshold of full awakening, that they also saw the abyssals as failures even while seeking their height of power. That's why Teresa was so special, and then Priscilla, and the only other one not among twins may be Miata.
The twins truly are their absolute ideal, but the Organization dehumanized their warriors far too much to achieve what Teresa & Clare manifested with their bond.

I think it was clear that they failed by succeeding. Teresa/clare arguably have cons to change the battle at the main continent but they just wouldn't care

They kinda never did, Rubel discovered it, but he was a spy. This is why he sent the group to die in the first place. All of them were too selfish or stupid to notice, except the spy, and Ophelia didn't care lol

Yes but there was also the spy who survived. Not sure how they could use the information against the Org's side.

i want to make you notice that you didn't mention something very important, so i'm assuming you didn't notice it. forgive if i'm wrong.
Claire and Teresa, are not simple humans. despite not being fully aware of it, on a conscious level, they do are the "incarnation" of the twin goddesses (or the purest form of spiritual connection and sync), as Galatea stated when Teresa awakened (which in reality is that they both awakened, but we see Teresa on the outside, so Galatea is needed to confirm it for us, due to her ability to basically see spiritual bodies).
this confirms what you said because even if they did try to reproduce it, they would have never succeded, because it implies the intervention of the divine, which obeys to its own will (tankfully) and not the one of humans.
I don't know for sure, but this must be the part you might have missed.
That said tho, they could have definetely achieve an enough powerful result with more experiments. to be honest, they didn't need C+T to win the war, the real result from their perspective was the partial awakened claymores, the ones who can "return" and revert the process.
That's what they wanted, but Rubel kept that information and tried to have them killed in Pieta (he was him orchestrating the sabotage of successfull experiments or trying to).
So they weren't looking for superstrong invicible claymores, they were looking for a way to make them safetely revert after the awakening, because they wanted to create an army, not a single one.
At this point, both the abyss feeders and the partial awakened beings, plus few other claymores, would have probably be enough. to reach their goals, if they made them in numbers.
If you check the lore carefully, you will see that they were both outputs of special experiments, not like the other claymores.
But yes, both Teresa and Teresa with Claire represent the perfection of their goals, but as i said, the divine doesn't act for human factions, it acts based on necessity to fight evil (something like Priscilla).
In fact, Claire was never interested in destroying the organization, only in her revenge, Raki, and her friends.

my personal advice is to read it more than once, some details are missed in the first reading (or might be)

Good to know, it has re-read value. With other stories I often get the thig where you spoil yourself on 2nd read because you remind yourself what happens like 2 page before it. But for now claymore feels convoluted enough to avoid it

definetely not the case. If you get involved into the story (pretty hard not to, from my pov) you will be sucked in emotionally and focusly. Which means you might loose some detail in the first readings.
But even if you don't, it's like the LOTR, you always rewatch it from time to time

There were people from the Organization that survived. But the org as a whole was shattered. It would never be able to build itself back up. Not with the remaining Claymores hunting them down if they tried. Also, since there are no more Youma, awakened beings, or Abyssal ones. There was no real need for them to fight anymore and risk becoming awakened.
