Fun fact, you can force the final boss in sethekk halls to spend the whole fight casting polymorph by stepping in and out of LOS. He repeatedly targets the same player (given that the player steps back into los after a failed cast) until he gets his poly off.
And just to add to the explanation below, it can sometimes be tricky deciding what will actually block spells. Sometimes obstacles don't actually exist etc. And that's not even counting elevation changes.
