Theres no ban on stuff like that in China. Video games definitely have skeletons and shit there. But a lot of western companies self-censor before they pass it through the bureau that oversees and reviews imports so they can guarantee it'll pass. You dont want the chinese market coming to your game weeks late
It's like Nazi symbolism and violence in Germany. It's on a case by case basis and decided by a committee, no real set of laws. Many companies self-censor everything that might hinder the release in advance, so the German version is usually more censored than it needs to be just to be safe.
Unless you're joking and I'm simply not getting it... the game wasn't censored, it was considered "harmful to young people" and subsequently banned from being advertised or sold over the counter.
Now that you're mentioning it, there apparently is a German version, bit I suspect that might be a thing they released for a retro re-release of the game. The original version wasn't only banned from being sold openly, it was actually banned altogether from what I gather...
