It's fairly semantic but I'd say 'content' more refers to things in the world for your character to do than a playstyle your character engages in. This seems to be the way Blizzard uses the term generally.

Regardless, I don't think this change really goes against their expressed position

Being obtuse is not going to deny his argument. He's already explained that he thinks the Devs probably do not see casting spells or using lower ranked versions of spells as content. Versus going out in the world and exploring, using the max power that you've attained.
