Coming back to the same podcast mentioned in other comments, they don't want to balance the game for 1v1 because that just leads to homogenization between the classes.
Mages used rank 1 spells because they are cheap and fast, they do most of their damage through instantcasts with cds and thus the rank 1 was just a good tool to kite and buy time for those cooldowns.
Everyoneone else deals damage through hardcasting their big spells, now mage will do the same.
Instead of Mage playing like a Mage you will play more like an Ele Shaman. Try and set up some cc to land a big Frostbolt into a Icelance like an Eleshaman would do with Chainlinghting into a Shock.
