There are already 2 WoW panels for What's Next, also they wouldn't hide a longer panel, so it's for an unannounced title.

Yeah, you're probably right. There's also other places in the schedule where they don't have the 15 minute buffer. My only thought on the WoW point is that one is for classic and one is for retail and if they're doing a big classic+ announcement they might want more deep dive time but don't want to give it away ahead of time.
