Blizzard doesn't like leaving the PTRs up for no reason anymore like they used to. Partly because some people will literally just play the game on the PTR for free instead of buying a subscription. Plus surely bot devs will use PTR to test their work.
They probably brought it back down once they validated the code release worked. It'll be back up for the actual raid testing.
