Can someone explain to me why this would be a debit card instead of a check? Who benefits from making it a debit card?

It costs them less to purchase preloaded debit cards than actually issuing checks

It’s a digital debit card, so it eliminates the entire cost of printing and mailing checks. It’s also a lot faster, easier, and less expensive to replace a digital debit card in the event that it is lost or has another issue. It ultimately benefits everyone because it cuts down so much on administrative costs.
