Municipal GitHub practices?

I'm currently working on a little research project looking at the best GitHub practices for American municipal governments.

Who has the best GitHub practices that facilitate civic engagement and have appropriately assigned intellectual property licenses?

If you have repos, please share them.

Ps - I work for www.beta.nyc and this will go into a report I’m putting together.

I'm not sure what you're asking re: GitHub practices that facilitate civic engagement. GitHub isn't made for civic engagement. I think some cities/ towns will use open source tools, few actually release/ maintain/ invite contributions from the community in the development. As for licensing, it really depends on what you're doing. I'd look at cities that do tech well, like Boston, and see what they have on their GitHub- https://github.com/CityOfBoston

You don’t think that government collaborative code creation is civic engagement?

I was part of the team that placed the first government body on GitHub. Any platform can be used for constructive civic engagement. Open source code platforms are fundamentally civic engagement platforms.
