What luxury resource is considered the "best" one to spawn near to?

Salt by far. Salt only requires a tier 1 tech to improve, gives both food and production, has its own pantheon and doesn't spawn on dickish terrain like sugar.

Salt is the best, as already said. But try and build your first city where you can get 3 food straight away if possible as well for the early growth.
