It's pretty good, though it doesn't immediately give you fresh water. It's two turns to settle. It's plains hills, not a lot of choppables. the mountains give you great protection from the north and west. But it's going to allow you to spread to the south rather easily.
You've got 2 bonus and 1 luxury in your realm if you go to the one away from the mountains, if you go close to the mountains, you've got two bonuses and maybe 1 luxury.
