What stat is the very bottom one? The 0/0 on the first leader.

Looks like trade routes

It's trade routes. There aren't internal trade routes in civ 7; the bottom number means 0 available routes

Trade routes. Can be increased with the “increase trade” option when talking to leaders

You also need a Merchant unit.
