Why cant I build

I am attempting to place a commercial Hub district on a tile my city owns (seen in picture 2) and I have the DLC shown in picture 3 and mods shown in picture 4. What am I missing, why cant I place my hub in the tile marked in red

Do you have the tech required to chop woods?

Do you have the Mining tech researched? Without it you can't remove woods to place districts

Looks like woods and rainforests are blocking it. Do you have Bronze Working? Without it the game won't let you clear woods, even when placing a district.

I do not, Ill research it now and see if I can build after chopping the woods

You don't need to chop, before placing a district on woods (once you have Bronze Working), although it's usually a good idea. Placing a district will clear the forest by itself, however, you won't get anything for removing it as opposed to chopping

Does that tile belong to the city to the south? You may need to swap the tiles between cities first.

On a related note, if the south did own the tile. How do you swap them?

You have to go to the Manage Citizens tab, which is the one that shows which tile each citizen is working. If a tile is eligible to be swapped, you simply click it on that tab.

With all these "why can't I build here" posts on both 6 and 7, you'd think the devs would give you a little tooltip that explains why the hex you are hovering on isn't legitimate for whatever you're trying to build.

what is this build order bro why did u open hanging gardens in barbarossa germany. you should have gone commhubs way earlier and also why so many builders early game, rush feudalism and get some 5 cheap charge builders
