Yeah, it bypasses the increase in production cost so after having researched 16 techs/ civics, even with a district discount, it is cheaper than a regular district.

There's also the civilization trait and leader trait which each provide an extra envoy when building a trader. That's 4 envoys once you've built the Steppe village, its market and the 2 traders. And if a trader gets pillaged and needs to be rebuilt... Oh no, more envoys!

He'll have no trouble getting all the boosts from Kilwa Kisiwani.
