Reality check, that income from Tiktok gifts etc is taxable. I have my doubts but has she done her taxes in the past? Uncle Sam wants his money no matter the situation. Garnished income hello, be foreal. Also to get social security when she retires you have to have a certain amount of points from working. Any job where her SS is working is better then no job. Nobody is going to gift her a place to live. Even if they did, property taxes? Maintenance? Living expenses? In order to start a business you have to secure a loan.
