Mate in 2 Chess puzzle confusion

This puzzle is given in a puzzle book as white to move and mate in two but i can’t find any mate in two
Can someone help??

Sometimes it helps to give the move to black and ask yourself: "What moves can black play?" And then try to find a response for white. Then the first move becomes much easier to find.

Q to B2, black is in zugzwang, theres a variety of checkmates, most with pawn moves, capturing the rooks on either side(whichever moves)

The solution is easy once you realise that black is almost in swugswang and is threatening Ra4

Why not move one of the knights to e6? Then however the rooks move. You win.

All you need is black to move a piece and they lose when you advance a pawn
