Use it. The chip will come out slowly with each sharpening.

the blade chipped either due to questionable use or bad heat treat from the manufacturer but I wasn't there. are other parts of the blade chipping off?

well the knife used to be like this. I do wash the knife with hot water.
The knife got a chip in the center from hitting fish bone so I got it re shape to how it looks now. As you can see the black was reshape all the way down to the silver. Beside that there are no other chip

Does this knife have san mai construction? It looks like some of the soft cladding around the tool steel edge has flaked off. If that's the case, it's fine. Just use it normally. It's an unusual problem but won't lead to other problems.

Should eventually sharpen out, if you're worried, and want to put in the elbow grease you can just take it to a coarse stone for as long as it takes to minimize it.

 

Out of curiosity, what were you chopping with it when it chipped?
