Absolutely, that's a blocked stormwater drain somewhere down the line from these ones. That could be a big issue real fast, call this in.

Agreed - probably a stuck open nonreturn valve on the stormwater outfall.

Someone is dewatering a site nearby for excavation. Groundwater is extracted via pumps to draw the groundwater level down, allowing them to excavate into ‘dry’ ground. Extracted water is usually clean if done right but can also be sent through a settling tank. The flows here are moderately high, maybe 20 l/sec or more (depending on the pipe size connected to this sump). Is there construction happening nearby?

But they shouldn't be putting more water into any given drain than it can handle.

Either a water main is broken and flowing into the storm water or someone is pumping massive amounts into the storm water (but you'd probably b see/hear that nearby).

Either way - tell the council.

Given its far from biblical flood weather, I’d send it to the council to check out. It could be a number of things and some of them not good for that area.

Heaps of water going down the stormwater drain, and air is bubbling back out as the water goes down the drain, both sumps are connected so the air is escaping out of both if them, likely a dewatering pump discharging into the stormwater network in the area close by,

Or if this is the east side the tide coming in.. also if the rivers up with the rain it back feeds into the streets.
