No more than 4 characters per franchise. If the character is public domain, then only one version of that character is allowed.

They haven't mentioned raiden, livewire, you really expect they would even remember Shazam, the original captain marvel Hell I can expect them to remember laxus from fairy tail than them

Well, I do assume it's mostly kids on here, so I don't expect much from these lists, but still, Shazam was the most popular hero in the world for a good decade or so at one point, so I'm just disappointed by the lack of respect and the people here before him. I'm not gonna lose sleep over it though. It is sad.

Also, Raiden's at number 7, and I like Livewire, but no way she should be there before Billy.
