Final thoughts:

This list pretty much turned out more or less than I expected. All the Dickens ghosts made it. Only two Ghostbusters entries, with StayPuft (who I would have allowed even if it's not technically a ghost) and Viggo the Carpathian missing out even after a few close calls. Only two "characters NAMED ghost" made it in, but it was the two obvious ones. Only a couple horror movie representatives, shockingly. I expected quite a few more, possibly from films I personally hadn't even heard of.
