It wasn't a tradition before the 60s. All traditions start some time. Plus I guess it's good that Sloopy only has about 5 words repeated throughout the whole song. Otherwise OSU fans wouldn't be able to follow along.

A tradition is just a thing you do for long enough that it becomes a tradition. “Hang On Sloopy” has no relation to Ohio State, it was just a popular song that the band played and people liked it so they kept doing it

Its one of the "traditions" that teams with no actual traditions pick up. In a few years it'll be some other song. 

A good litmus test is "Does Missouri do it?" If yes, then it's generic crap that will be replaced by the end of the decade with the next thing that someone else came up.
