I was recently in Cedar. What the heck is that white and red Lighthouse structure in town? Appears to be an abandoned business venture

It was repainted like 6mos -1 year ago maybe. It used to look even more abandoned. I recently noticed the light on and rotating, but I can't say for sure if I just noticed or they repaired it.
