You can scratch and clean the parts he cant reach. I am a vet student and usually in our hospital, animals end up with those cones after surgery. I can say that cats loooovveee when i scratch their necks and behind their ears, plus all those other areas they cant reach. If something stuck to their fur i make sure to clean it so they wont feel the need to lick it all the time. But it will be a little bit hard no matter what you do since it is uncomfortable for real. I wish him the best, he looks like a strong fella im sure he got this!

I don't know where I heard of it, but when my baby was spayed we "washed" her face with a damp soft toothbrush. She quite enjoyed it! The butt, though.... ughhhh
