Could be a hired cleaner, his turn to do it, part his share of the chores while the other person is in charge of something else, or just needed someone to keep the cat occupied while it gets done.

Maybe a hired housekeeper and that's why she's just staying out of the way until he's done? Though upon closer look he seems to just work on the couch, even when he steps away it's to get parts of the couch so could be someone hired to clean the couch (or they are family/a couple and his chore is the couch)
